The GOP needs to understand the concept of letting sleeping dogs lie.
Every black voter that, while not inclined to vote FOR the GOP, is not inclined to cast an explicitly anti-GOP vote, is one more vote that we do not have to overcome to win. If, all other things being equal, Democrat A gets 75,000 votes, then all we need to get is 75,001.
Suppose in this example that there is a pool of 300,000 registered voters, and that the registration breaks out 60/40 in favor of the Dems, and the Dems get another 25,000 votes because of Vacant Lott. The Democrats now have 100,000 votes; the GOP now needs 100,001 to win.
For the Dems, this is a 33% increase in turnout, representing 14% of their remaining vote pool. For the GOP to win, they must get another 25,000 votes. That represents a 33% increase in turnout...
...but it also represents 70% of the remaining pool of GOP votes, and GOP turnout will be depressed by Lott being...well, Lott.
