Funny. I read it as 'the fed cannot provide for national security, no matter how much money the citizens donate'.

That's all I get out of it.

With the government abdicating its only classical responsibility of providing for a common defense, it really has no choice but to pursue a policy of decentralization and encourage a well-armed citizenry.

Alas, even the central planners realize its over.

I think your take is valid. I'd think it might be the only valid opinion if they would do their best to control our borders, but still couldn't stop terrorism. As it is, they allow terrorists to slip in then explain that no matter what they do, "It'll" still happen. There's plenty of reasonable things they could do, but won't.
