California's outgoing superintendent of public instruction should pay $150,000 in punitive damages to a whistle-blower who was demoted for reporting fraud, a Sacramento Superior Court jury decided Friday.

Not used to seeing such wishful thinking from you. The legislature will look out for one of its own ("but for the grace of god go I") and will cover this judgment, exploding deficits or not.
