He should say, to say it more accurately, "we who oppose are losing in the war against terror"

We wouldn't even be having a war on terror if the Clinton/Gore team had done their jobs. They did nothing . Absolutely nothing to stop the terrorists for 8 long years. They even let Saddam slide.
