I thought it was a version of CARA.
I got this in the action alert
from conservative alerts.

S. 990, a version of CARA (the Condemnation and Relocation Act), is well-known in conservative circles as a discredited land-grab bill. It had not moved for eleven months, until the dark of night in the wee hours of last Friday morning.
