Yes, that is what ALRA is calling it, but that doesn't make it substantively the same. It's also called 'modification of the ESA.'
Either acronym is a hot button that gets the calls going into the Congress. I don't blame them for it, but it had better stay selective or else people will think they cry wolf.
Of more concern to me is how four Senators can call themselves "the Senate." This has to stop, and if it takes a Constitutional Amendment, so be it.
