I always thought it was dumb also, and I live in Virginia. I think the expression came into being during the Robb administration, which explains a lot. "Virginia is for Lovers" pre-dates Robb and may go all the way back to Linwood Holton. (I said earlier they celebrated the 25th anniversary, I may have had that wrong). But I had a "Virginia is for Lovers" t-shirt as far back as 1973 when Holton was Governor and Mills Godwin was running for a second term, this time as a Republican.
Like it or not, it's been a great marketing tool for tourism in the state.

I had a "Virginia is for Lovers" t-shirt as far back as 1973 Me too. I saw a tee-shirt in DC that said " If Virginia is for Lovers and Maryland is for Crabs, whats DC for?". On the back of the tee-shirt: "CRACK!"
