Who would have predicted in 1954, the year of the Supreme Court's landmark Brown vs. Board of Education decision, that in less than half a century two distinguished black Americans (and one of them a woman at that) would be sharing foreign policy decision-making with the president of the United States? Perhaps Martin Luther King might have included such a prophecy in his "I Have a Dream" oration.

The fact is that the Reps opposed a MANUAL statewide recount.

If certain people weren't playing games they might get the point that the manager/coordinator role of the National Security Advisor is at the
policy-making level, not the threat-assessment or operational level.
The NSA's primary arena of operations is the National Security Council, whose central members, besides the President, are the Vice President, the Secretary of State, the Secretary of the Treasury, the Secretary of Defense, and the Assistant to the President for National Security Affair. The Chairman of the Joint Chiefs and the CIA Director are not even members of the NSC, but advisors to it. The description of the NSC on the White House page doesn't even mention the FBI.
These are the personages among whom the National Security Advisor coordinates policy; I don't really think that comparing raw data from the CIA and the FBI is part of Dr. Rice's job description.

No, that is incorrect. 9-11 happened under the Clinton administration the effects were realized on 9-11.
