In the context of an election, heavy rain can mean a low turnout for the Lazy (aka Democrats).

Further, the weather map shows heavy rain in the South - worst in Southern Louisiana spreading up into Arkanasa, Tennessee, Mississippi, Alabama, Georgia and Northern Florida with the Carolinas and the Virginias getting some as well.
Minnesota, Wisconsin and Northern Illinois are in for snow.
Some precip in the Northeast is also expected but not as much as was earlier forcasted.
There is also a chance for rain in Oregon and Washington but who the hell cares (electorally speaking)?

Here in West Suburban Chicago (Downers Grove, Il.) We have a cold light rain falling and as I got to the poll, the parking lot was FULL and a steady stream of people were coming and going. This is a VERY Republican county and I have NEVER in my 38 years of voting seen this many people in an off year election! GO GOP!!! GO JIM RYAN!!!
