TORONTO, Nov 3 (AFP) - Canada's foreign minister said Sunday that he disapproves of a regime change in Iraq, but stressed that getting UN arms inspectors into Iraq and having Baghdad conform to strict UN inspection rules would lead to dynamic change there.Foreign Minister Bill Graham, responding to a question on the Canadian Broadcasting Corporation's World View program, said: "No, I don't support regime change.
"But I do believe that, in fact, if inspectors get in and (Iraqi leader) Saddam Hussein is obliged to conform to them, there'll be a form of a change in regime in Iraq because, I think, it will change the dynamics of how Iraq is run."
He added that inspections "may well be the beginning of the end" for the Iraqi regime.
Canada has repeatedly backed a UN diplomatic resolution to getting weapons inspectors back into Iraq and has noted that it would support military action against Iraq only if it was first approved by the United Nations.
But Ottawa had been deliberately vague until now regarding what support, if any, it would offer to a US-led coalition acting without UN approval.
US President George W. Bush has said the United States will act unilaterally against Iraq if the United Nations does not take firm action to disarm Iraq and its leader, Saddam, whom they believe is manufacturing weapons of mass destruction.
Bush reiterated late last month that his policy on Iraq remains centered on regime change.
The United Nations Security Council is expected to vote next week on a draft resolution on Iraq that would lead to preliminary weapons inspections by the end of the year.
The foreign minister voiced strong support for UN Monitoring, Verification and Inspection Commission (UNMOVIC) chairman Hans Blix's approach to weapons inspections and stressed that the United Nations needs to pass a resolution that leaves little "wiggle room" for Iraq.
