Once they get the license then what? This is about testing before they get their license. Afterwards it's a whole new ball game!

Forget testing before they get their license. That was my whole point. Penalities after they get it would be far more effective that pre-announced testing they can get clean in time to take. And I don't know about where you live, but around here plenty of kids get caught with drugs and/or booze. I just think a lot more would be inclined to steer clear if it could mean losing their driving privileges.
