Forget testing before they get their license. That was my whole point. Penalities after they get it would be far more effective that pre-announced testing they can get clean in time to take. And I don't know about where you live, but around here plenty of kids get caught with drugs and/or booze. I just think a lot more would be inclined to steer clear if it could mean losing their driving privileges.

That is already on the books too. Plenty of "penalties" after they get it already exist!
Those "penalties" don't seem too effective, despite everyone knowing about them.
