RALEIGH,N.C. -- North Carolina voters will find a little publicized, obscure constitutional question on their ballots when they go to the polls November 5.

The measure deals with a technical correction in how the Legislature transfers property to the state Nature and Historic Preserve. If approved by voters, lawmakers would need just one legislative step to accept land into the preserve.

Is this another scheme for seizing private property by the state?

Oh, that little technicality known as the U.S. Constitution??? We can get around that. That's what "law-makers" are for.
