Agreed - i think the msg of "we have caught the sniper, like a noose around a chicken" (or whatever the exact words were) - is a msg to others from the sniper - that he has been exposed....others may now pickup where he leaves off...

I haven't been following the whole thing too closely (well, OK, closely) but the "duck" statement sure raised some red flags with me. Wonder why they did that!??
