My new theory: the sniper is an excon who was busted by Moose years ago. The sniper murdered someone in Seattle, stolen the credit card, and headed to DC for revenge.

With all the al-Qaeda types out here in Oregon and Washington I am thinking more along those lines. I have always thought this was terrorist related. And it has driven me nuts that they have not entertained that theory actively. Wonder if they will change their tune?
