If the motive is money, why would he (they) wait until 12 shootings later before stating their reasons and demands?.......

Why not after the 4th.....5th.......6th.......7th.......?

If ransom IS the motive, then the shooter probably wanted to first demonstrate that he could continue to kill people at will, even under intense scrutiny. Ransom probably works better when the threat is demonstrable if not met. If he killed one person, then asked for ransom, the cops would have less reason to believe he could get away with it for long.
