If ransom IS the motive, then the shooter probably wanted to first demonstrate that he could continue to kill people at will, even under intense scrutiny. Ransom probably works better when the threat is demonstrable if not met. If he killed one person, then asked for ransom, the cops would have less reason to believe he could get away with it for long.

I doubt ransom is the motive. I think we're talking with someone so depraved that he's probably in his own fantasy world.
He's arguably the most powerful man in America right now, even more than George Bush. He certainly has a more intense following.
This ransom idea was probably an afterthought. He's having fun yanking our chains, using a $49 voice-altering device and messing with our minds.
He's not going to give up killing for all the money in the world. It's too much damn fun.

If ransom IS the motive, I don't know. I think it's just "get away cash." According to CNN, the shooters note said "This is about more than violence". That could indicate a "cause."
