That's a big "IF" - there are plenty of other options; including heading around the Beltway in the opposite direction and heading down through DC and out 395. And given the type of panel truck mentioned, consider that in most larger cities, they are a dime a dozen.
I hope you're right, but in any event, I would say that anyone down the 95/85 corridor (Richmond on down to Miami; Raleigh/Durham southwestward through to Atlanta) ought to keep your eyes and ears open.
Mind you, I live a stone's throw from Six Flags over Georgia on I-20. This takes the pucker factor up a few notches...
