Republican Posthumus released a memo from Detroit Mayor Kwame Kilpatrick calling for 20 percent of the new governor's appointments to be African Americans. The mayor also requested in the memo that any new state office buildings be built in the city and that six of the major cabinet officials be Detroiters.
