"Try to shoehorn" is correct. Even this, though short of resignation, is a violation of the law, as I understand it.

Looks like, kowing they have lost Torch's seat, they are trying to pull a FLA 2000 style end-run around the law. Or at least, to have an issue to drum up the dim base in the other races.
