Anybody else think that this penalty is a little on the weak side?

When I grew up, my mother used a switch, my father used a belt, my elementary school principal used a razor strap, my high school P.E. teacher used a wooden paddle with holes drilled in it. Oh well, I guess they all deserved life terms for child abuse.
