Pinochet ran Chile not Spain and Franco ran Spain not France. Pinochet was a model ruler unlike Castro and Franco's regime had some faults but it was better than the alternative.

Past articles posted on FR have detailed the discrimination against black Cubans by their own goverment. Such as in the tourist industry: they push blacks into the background and give opportunities to light-skinned Cubans, in dealing with foreign tourists.
