Other Comments: CISO reported Spinning Reserve was deficient from 1606 through 1629 yesterday, attaining a minimum of 910 (2.5%). Cause was unknown and they manually dispatched resources to recover.
The adjusted threat levels remain in effect: Homeland Security, Orange (High); NRC from level 3 to level 4 (of 5); NERC Medium to electrical system, although no specific threat, low to Cyber; DOE from SECON level 3 to SECON level 2 (1 highest on scale of 5).

A few days ago, the California ISO was suppose to have automatic load shedding equipment drop load in an underfrequency event, but the system didn't work and they went underfrequency and had to mannually step in to get things back in order. Now, the Cal ISO has had another "glich" in its automatic system that is suppose to protect electric power reliability.

I honestly doubt that the Clowns at the Cal ISO can get their act together. I think that FERC is right in trying to change the management of this Keystone Cops group before they black out the entire west coast of the US! This is getting to be pathetic. I hope someone in California starts to hold these people accountable.

I guess that the best and brightest of the California Democratic Party, Gov Davis, has appointed most of the board of the ISO and that even though FERC has said to change the makeup of the ISO board of directors, the good Governor knows better.

One would think that the Governor would expect some degree of competence from his appointees. But as you say this is California and the Democrats are in charge.

I sure hope FERC wins its lawsuit!

I gave it the vanity heading, because as in her song there is no guilt or shame for her actions. The ISO is not trying to learn from its mistakes and do better the next time. Ah,....how democratic party oriented.

Glad you liked the article. Isn't it great how they can change the rules for how long power plant permits are good for (before they expire), not be able to run the system they already have (the Cal ISO) and then decide that they want to change things dramatically (20% renewables) and then expect the lights to stay on! Amazing!

Seriously, if you add up how much renewable hydro is used by California that comes from the British Columbia, Washington, Oregon, and Idaho, 20% might not be that hard to attain (in a year with no drought). Of course, we all know that hydro is not being considered a clean renewable as dams are evil fish killers. So California will obviously need to look elsewhere for its 20% solution!

What happens if we actually go into one of our normal 3-5 year droughts from N. Kali to BC?

We came close last year to that cycle. Davis flushed the water from our lakes to keep the state from going black last year. What saved him was the lakes were reasonably high inspite of a fall/winter/spring drought here and up north. Also, we had a mild summer re high heat.

The watermelons work 24/7 to destroy our capitalistic society and to promote their dark ages.

Depends when. Right now, with the economy down and a little luck in the weather, probably not that bad.

If the economy picks up, probably a problem.

If the Enviro's get their way and most of 4-Corners and Powder River Basin coal plants are shut down and Alberta shuts down its coal plants (and BC hydro sells to Alberta rather than Califonria), serious problems.

If I were a Californian, I would be real concerned for how the Canadian Premier has said they will decide on Koyota accords prior to the end of the year. If Alberta has to shut down all of its coal plants that produce most of its power, new transmission lines will be built and the electricity from BC Hydro will no longer come to California. That would be a huge loss.

In the spirit of "Oops I did it again," I thought that I would update the group to a little thing that happend over the weekend. It was on Monday's Cal ISO Oasis Website in the Operations Notices:

09/15 14:04:34000 1345 PAST: WACM requested level 4 (step 9) contributing schedule curtailments per the WSCC Procedure to relieve excessive flow across Path 31. Path limit 413 MW, actual 408 MW and scheduled 342XX MW. USF 220 MW CCW.

From reading the posts it sounds like the guys at the ISO had some problems with making the little electrons go where they wanted them. Then later in the weekend another problem jumped up that had to do with the scheduling system not working.

I would like to restate, that the Cal ISO is going to cause a major west coast blackout (besides the one California is responsible for in Vegas). This is serious stuff and they are not getting their act together. The more stuff I see, the more it is clear that there are real problems. The more problems that don't get solved the more I want FERC to come in and change the management structure of the ISO.
