In the spirit of "Oops I did it again," I thought that I would update the group to a little thing that happend over the weekend. It was on Monday's Cal ISO Oasis Website in the Operations Notices:

09/15 14:04:34000 1345 PAST: WACM requested level 4 (step 9) contributing schedule curtailments per the WSCC Procedure to relieve excessive flow across Path 31. Path limit 413 MW, actual 408 MW and scheduled 342XX MW. USF 220 MW CCW.

From reading the posts it sounds like the guys at the ISO had some problems with making the little electrons go where they wanted them. Then later in the weekend another problem jumped up that had to do with the scheduling system not working.

I would like to restate, that the Cal ISO is going to cause a major west coast blackout (besides the one California is responsible for in Vegas). This is serious stuff and they are not getting their act together. The more stuff I see, the more it is clear that there are real problems. The more problems that don't get solved the more I want FERC to come in and change the management structure of the ISO.

What has to happen before FERC essentially seizes Cal ISO?

And, if they should, who would run it?

Were I them (FERC), I'd be getting somebody up in the bullpen...

Where is Path 31? Which cities got their power cut off?
