I knew I didn't phrase that quote as well as I could.

Tis true, they all do, and as a long time player of Risk, I know that we don't always know the strategy.

My point was this, in 98, we all knew Iraq was due, but Clinton wouldn't follow through, so the yes vote was almost a moot point. I think what we are seeing now, is the RATS know Pres. Bush will follow through, so the yes vote comes a lot harder when its all on the line.
