He did the same thing to Iraq that he did to the Taliban. Made it impossible for them to say yes to the demands.

The equation is simeple: The US will get rid of Saddam. The UN is welcome to participate. Shoule they choose not to participate, it will be irrelevent in the eyes of the US.
"Irrelevent" suggests we we no longer fund or participate.
Without the US the UN does not exist.
