Isn't this exactly what welfare used to do: pay mothers of kids to stay home? That didn't turn out too well. I'm concerned that this provides a perverse incentive that will encourage people to have kids just for the extra dough.

IMO this is just a repackaging of the standard welfare payment.

Married couples with one working parent should be allowed to keep more of what they already earn. That's the proper way to "allow women to be home with their babies."
