IMO this is just a repackaging of the standard welfare payment.

Married couples with one working parent should be allowed to keep more of what they already earn. That's the proper way to "allow women to be home with their babies."

Across the board tax cuts are much better than BigGov picking what things are worthy of support and taxing the losers at the 50% rate or higher. Like they do now.
