What she means of course, is:

"if home schooled children ... were exempted from compulsory education laws by the mere filing of an affidavit ... then there would be potentially thousands of children in California whose education would not be subject to any state supervision and bureaucratic controlwhatsoever."

This, of course, is currently the case.

This is a thinly-disguised attempt to wrest actual control of many thousands of children away from their parents in the state of California.
