I don't know about the jailing, but from what I read, you don't want sun-burns on your children before 11. Something about uping their chances of skin cancer later 1000%.

This doesn't exactly smack of horrid danger. For God's sake, we all had sunburns at one time or another while growing up. Would I have put sunblock on my kids at that age if we were going to be out all day? Yes, but not doing it is hardly worthy of jail time. This is insanity.
