I kind of doubt that traffic cops, and motor vehicle inspectors have the appropriate training for investigating felonies.

Because murderers, burglers, thugs, horse thieves, cattle rustlers, et. al. do little to produce revenue. And let's be honest, the main purpose of DOT and traffic cops is to create revenue. Just another form of taxation without representation.
