What "they" know is that they must prepare for as many possible scenarios as possible. It doesn't mean that a nuke strike is likely, but rather possible.

I wouldn't get too worked up about this report. Most diligent people already have a plan for what they would do in a variety of incidents, its just prudent. Glad to see govt's doing the same, just in case.

But where would such a nuke strike come from? Is it accurate to call it a nuke strike threat? Or are they talking dirty bombs for the UK as well? I see this nowhere in the article though.
