For those outside MD, you need to understand that by law this agency is actually administered by the Lt. Governor. So, this debacle was the one major accountability for KKT in the Glendening administration. By all accounts (well documented in the liberal press) it has been a total disaser, and there may be some criminal liability. I believe that even the Dim voters in Maryland have observed KKT's incompetence with this small agency, and are worried about her ability to run the whole state. This story is a major factor in her slide in the polls.
