All power is G~d given. He raises up good rulers or evil, depending on other factors, such as whether a nation repents.........or not. See Deut 28 (a very important read). When a nation falls to judgment, He raises up evil leaders in government over it and also violent enemies of a nation against it (such as the Muslims, Russia and China). The enviro-wackos, the corrupt judges, demoncrats, homosexuals, pro-abortion and euthanasia advocates are just forms of Judgment against the nation, like the fires.

*He is the controlling legal authority to whom each individual should appeal. It is called Repentance...to stop sinning. He hears those who do repent and will not hear those who don't.

It is major error to think He wants everyone to be happy and live in a universal, dumbed down state of multiculturalism, diversity and tolerance. That is what the globalists train people to want, all the while setting up the world for an incremental totalitarian dictatorship. G~d wants people to choose to be holy and follow Him in obedience. When the fires of Tribulation heat up, people either decide for Him or against Him. The lukewarm He spews out with those who are against Him. He can see each person's heart and knows who is true and who is faking it. There is definitely a time limit because there is also a time He will not pardon: Will you inherit Psalm 91 or Proverbs 1:20-33?
Isa 55:6 Seek ye the LORD while he may be found, call ye upon him while he is near:
