Without naming a state or states, I'd vote for someplace which is at the bottom of the heap on education, incomes, crime, weather and a number of other factors. At least half the states and probably even three-quarters would rank below CA on a blend of those factors.
I know what you are saying but, given what children are being taught in the top tier education states, and the amount some residents have to pay in taxes in those states, that is still not a reliable criteria.
What good are those factors if you lose your freedom? How do fresh strawberries taste when you are in chains?
