Austria Formally Declares War on Servia; Russia Moving Troops; Peace of Europe In Kaiser's Hands

Austrian Emperor to Take Command at Vienna Headquarters War Fever at Capital

Crowds Cheer Outbreak of Hostilities and Demonstrate at Friendly Embassies Outbreak of Food Riots

Prices Soar as Hostilities are Declared and the Government Steps in to Regulate There

Manifesto From Emperor

Forced to Grasp the Sword, He Says, to Defend the Honor of His Monarchy

France Fears a Great War

Army Moves to the Frontier - Belief in Paris That Russia Will Not Desert Servia

VIENNA, July 28- Upon the issue of the formal declaration of war against Servia today Emperor Franz Josef gave orders for the removal of the Summer Court from Ischl to the capital. His entourage tried to persuade him that Vienna air would not suit him, but the aged Emperor replied:

"I do not want the air of Vienna. I want the atmosphere of headquarters." The opening of the war has caused the imposition of all kinds of restrictions upon public business. All the railways, of course, are under military control, and the telegraphs are being reserved entirely for the service of the State. The hope is still entertained here that the war will be confined to Austria-Hungary and Servia. The report that Russia and France have intervened in Vienna is incorrect. In official circles here it is maintained that any action by those powers must be supported by the third party to the Triple Entente, namely, Great Britain. It is known that Great Britain and France do not want a European war. Peace among the great powers or war among the great powers must depend on the action of St. Petersburg.

At the Foreign Office here it is freely stated that now that war has begun Austria-Hungary will be bound to no more conditions such as she propounded prior to the outbreak of hostilities.

Food Prices Up in Vienna.

There was an abnormal rise in the price of provisions today, which caused great indignation on the part of the public, who flocked to the markets to lay in stores in anticipation of a possible scarcity. Vegetables in many cases trebled in price. Feeling ran so high that in many instances stallkeepers in the markets were mobbed or assaulted, and the police and to be called out to restore order. The authorities declare that the sudden increase in the prices of provisions and vegetables is totally unwarranted.

A permanent committee appointed to deal with the question of provisioning the country, sat today to discuss the regulation of prices in order to prevent the public being cheated. A similar meeting with the same object also was held in the Diet.

It was officially asserted that there was no reason for apprehension with regard to the food supply, and that it was needless for citizens to start the accumulation of stores of provisions. The only effect of such procedure, it was added, would be to still further raise prices.

Official arrangements have been made to take care of families of reservists called to the colors. In the event of a reservist being killed or reported missing an allowance of about 25 cents per day for each adult and 12 1-2 cents a day for children will be continued for six months.

"I am HIGHLY offended by folks who blame everybody for WWI but those GERMANIC LOSERS who really picked the fight in the first place!!"

Odd idea you have about picking a fight. Russia mobilises along the German border in support of terrorists and Germany is at fault! Are you a product liability attorney, by any chance?

Or do you mean that Germany picked a fight with the U.S? Are you aware that Williams Jennings Bryant resigned his cabinet post in protest over President Wilson's violations of neutraility. Are you aware that the English government used American civilians as a human shield to protect the conveyance of munitions across the Atlantic -- with the full collusion of the Wilson government? So, who's picking a fight here?

"My Granddad was in a wonderful ticker tape parade in NYC, losers do NOT get VICTORY PARADES or MEDALS!! He spoke about it till the day of his death. Just like his Dad before him and his son to follow, he was a career Army officer and he was happy and proud to serve his country."

Well, isn't that special. Lots of people get a warm and fuzzy feeling from having served in their country's armed forced, and that goes for Communists, Nazis, and al Qaeda operatives as well. So what happens when your country is WRONG? Does that ever happen in your universe, or are you okay with things like (for example) Wounded Knee? How about the bombing of Belgrad? Do you think the guys who blew up that Serbian television building deserve some tickertape and a nice parade in New York?

"Folks like you, using GERMAN sounding names....come here an spout such milarky about AMERICANS not really winning. THAT is PURE JUNK...liberal-socialist revisionist history."

I'll just venture a guess here: I bet all of your opponents are liberal-socialist revisionists. As they say, when all you have is a hammer, everything looks like a nail. All serious history is to some extent revisionist, depending on how badly the historical record had been mauled by contemporaneous propaganda. During the Great War, the disconnect between reality and propaganda was vast. Adolf Hitler, in fact, was a great admirer of the English propaganda system. And many of the records of what actually happened have been kept in secret files until comparatively recently. This is how, at last, we KNOW that the Lusitania was set up by the Admiralty with the specific purpose of luring the U.S. into the war.

"You cannot ever convince me the Allies lost."

I do not recall attempting to convince you of any such thing. The Allies won, and the world has been the worse for it.

". . . and Granddad would have popped you in the head for being so disrespectful of the his men . . ."

Ah, the argumentum ad baculum. I guess it would be disrespectful to call them the unwitting dupes of English foreign policy. But certainly no more disrespectful then turning the firehoses on them when they marched on Washington to demand their blood money.

"Got it??? He was on the winning side...PERIOD!! He was proud of it!!

Pride goeth before a fall. The Guiness Book of World Records is full of people who are proud of having done something or other. Whether or not they should be is another matter.

Bravo Branicap!!

I think that the Pro-German posters have offended a number of AMERICANS here on FR.They have certainly offended me.

The ALLIED VICTORY IN THE GREAT WAR is no myth.

American Cemetries in Europe and the number of monuments to OUR AMERICAN DEAD are NOT myths. I have laid a number of wreaths over the past 20 years at some Monuments to OUR dead from BOTH World Wars.

THESE ALLIED HEROES DID NOT DIE IN VAIN.

The pro-Germans could be likened to those "gamers" who sit around all the time and play those silly war games..."OH, WHAT WOULD HAVE HAPPENED IF THE NAZIS HAD THE ATOMIC BOMB?" or "What if General Patton had been killed in Africa?"....blah! blah! blah!

Oh, and of course the all time classic...."WHAT IF THE SOUTH HAD WON THE CIVIL WAR?"

OH, PLEASE!!

Its over!! The ALLIES WON in both WWI and WWII....the rest, as they say is HISTORY!!

Odd how you should bring the Jews into this. I eagerly await your documentation that Jews were persecuted under Kaiser Wilhelm.

I agree. I support America completely. But you see, the Great War was the war that may have destroyed the Western Civilization as we know it.

In WWI, both sides were neither good or evil. But in WW2, the Nazis were obviously evil. Although, our ally U.S.S.R under the leadership of Stalin was no angel. So if Germany had won WWI, and America never had gotten involved, Germany would be the dominant power of Europe. The standard government would be monarchy, instead of social welfare state. If Germany had won, there would be no communism, no socialism, no cold war, you can go on, and on.

It is very possible that the world would have been a better place. I just hated the fact that Wilson had to get America into the fight. But if I was alive and of military age during that time, I would fight, no questions asked. Because I would not want to be known as a coward, lol.

IF...'IFs' were fishes....all we could do with them, would be to have a fish fry!!

I do not care to try to second guess history...it is... a waste of time.

I remember as a child reading something sad and horrible that had happened in history....and, I remember, crying because it was so sad.

My Dad told me, you can't change it now...you can be sad about it...but, it's past, it's over. If you want to do something, it's best to work in the here and now...and plan for the future.

Woodrow Wilson was a COMMUNIST

This would have come as a surprise to generations of Russians and American Leftists who have been complaining about Wilson's anti-Bolshevik intervention during the Russian Civil War. It would also come as a surprise to those who lived in the states that replaced the Hapsburg empire, none of which could have been called Communist in the interwar period, and none of which, were particularly leftist, save during the postwar chaos.

But, in any event, it really wasn't our war. So we should have stayed out. Wilson's grandparents were from Britain, so he had close ties with that side. Also the ability to remake the world must have been hard for him to avoid. But German actions like the Lusitania and the Zimmerman Telegram made it much easier for Wilson to get us involved.

WW1 really blew for us Croats since it seemed certain that A-H was headed for a trialist solution. Instead we got lumped into "Yugoslavia" and were united with peoples who's culture was more byzantine.

If you two start goose stepping together, I'm going to have to go out and buy "The Producers" on DVD.

Egads. I pretty much love every ethnic group that I've ever met. I've got nothing against Bosnian Muslims, Croats (well, about half the Croats I've met aren't lunatic souless nazis) Albanians, African-Americans, Mexicans, Puerto Ricans, Brits, French, Irish, Lithuanians, Swedes, or what have you... but Germans and Austrians?... Big Yuck. Maybe it's my German grandmother's fault. She was proud to tell me that she was Serbian much longer than she was German because she considered herself to be Serbian after she married my grandfather. She would go on and on about her dislikes of the German people.

Personally, I believe that Prince Bismark was simply an ass. If you need to quote him or embrace his views, .... well, if the shoe fits...

This Croatian desire to embrace this Germanic culture is most peculiar. I suppose it has something to do with the Croats inferiority complex towards the Serbs. I'm not really sure. What I do know is that they did more than just emulate their German and Austrian role models during WW2. They even often surpassed them in their maniacle slaughter. Bizarre and scary stuff.

The Ustashi in WWII were brutal and sick bastards but Im talking about WWI here. The basic effect of WWI was to replace monarchy in Europe with the welfare state and pave the way for Hitler.

That was a half hearted intervention which only allowed the communist to exert greater control in Russia due to the "emergrency". It wasn't the kind of massive intervention that Churchill wanted for instance.

I am not at all fond of Prince Bismarck's policies, especially on the domestic front, such as the dissolution of the Hannoverian, Hessian, and Brunswick states, and the Kulturkampf. This does not stop me from quoting him on occasion. I have also been known to quote Marx, Robespierre, and Voltaire. Even evil people say things worthy of note.

I do not intend to beat this topic to death, but I really wish you people who are critics of Wilhelmine Germany would actually READ something about Wilhelmine Germany, rather than trust your judgement to Hollywood and English propaganda. I say this as a recovering Anglophile. Prior to the aggressive hate-literature of the 1914-18 period, the U.S. and Germany had been firm friends with many cultural ties.

In retrospect it probably would have been a good idea, but on the heels of one of the bloodiest and stupidest conflicts of history, a more active and aggressive intervention wouldn't have gained widespread approval.

Wilson's Attorney General put the socialist Debs into prison. Harding got him out. The Wilson administration also sent radicals directly to Russia on the "Red Ship." The leftists who founded the Communist party hated Wilson as much or more than they hated Republicans.

Wilson clearly was a statist, though his response would be that he was increasing the power of the state now so as to decrease it later, breaking up monopolies in order to restore free competition and creating decentralized power in place of centralized power. I don't buy any of that, but his actions show that he was far from a Communist. That is to say, he did not support violent revolution or the confiscation of private property. Though he did represent a great break with what came before, in the context of 1912, Wilson was less socialist than Debs or even Roosevelt.

I think Wilson and his war were bad influences. Robert Nisbet, Arthur Ekirch, and Robert Higgs among others have dealt with the great growth of state power under his administration. But just as the New Left habit of calling everyone one disagreed with a "fascist" distorted things and irritated people, so the freepspeak crutch of calling those further to the left "socialists" or "communists" also gets on the nerves. If you wanted to call Wilson a socialist, I don't think I'd have objected, but given the kinds of things Lenin said about Wilson, and what Wilson thought of Lenin, I don't think you can get away with calling Wilson a Communist.

Wilson's no favorite of mine, and I don't think I'd have bothered responding, but after all of the "Lincoln was a socialist" rhetoric I find at Free Republic, I don't have much patience left. I think it obvious that the Habsburgs, Hohenzollerns and Romanovs were better than the Communists and Nazis who replaced them, but to argue that opposing those dynasties makes one a Communist is too close to smearing those who opposed slavery as socialists for my tastes.

I don't think Lincoln was a socialist( he even refused to have a bodyguard) at all what was he supposed to do not respond to Fort Sumter firing and let the Confederates invade all the Western territories and impose slavery on them.
