You can bet that there are far more in Congress who are dirtier than Traficant. His only problem is that he doesn't have the dirt on the scumbags, so they have no reason to fear him.
And the scumbags will moralize and squawk, of course, as they ignore terrorists, the FBI incinerating Americans, the president providing communists with missile technology for campaign cash.

I don't agree. "Present" seems to me quite a proper vote for a member who thought Traficant was guilty (and the evidence does seem to establish that he is,) but who objected to the proceeding.
