I once heard a Nobel award scientist talk about OOPART - out of placve and relative time. Stuff like spark plugs, etc found to be thousands of years old. Interesting stuff.

You don't need an aircraft or spacecraft to build a relief map. This has been done ever since geometry. All it takes is time, manpower and an earlier development of simple geometry and survey tools. This sounds like someone had a grand vision for the Urals that could not be executed at the time. This happens every day. We just don't run across the remains of such old visionary thought very often.
If you want to get a "little" more bizzar--it is proof of time travel.

Hmmm, the latter, or there are many county courthouses that are hundreds of millions of years old.
