Nobody said the Bank Holiday Act was the cause of the 29 crash.

Do you think that FDR did the right thing in 33?

Look I'm not wasting my time trying to explain. Take your sorry behind over the law library and look in the Internal Revenue Manual -Administration Section 1111.1 where it states the following:

1) the purpose of the IRS is to collect the proper amount of tax revenues at the least cost to the public, and in a manner that warrants the highest degree of public confidence in our integrity, efficiency and fairness. To achieve that purpose, we will: encourage and achieve the highest possible degree of voluntary compliance.....

here's more for you.

From the IRS Internal Revenue Manual- Adminstration Vol. 4

The Role: The mission of the Internal Revenue Service is to encourage and achieve the highest possible degree of voluntary compliance...... From IRS tax Form 1040 EZ 1991

Dear Taxpayer:

I thank each of you reading this letter for doing your part to keep our tax system the finest inthe world. It works well because so many of you do your best to pay your fair share. As countries around the world embrace our way of life, it is a reminder that government in a free country can only be financed through voluntary compliance and the suppoort of the public it serves. "Our tax system is based on individual self-assessment and voluntary compliance". Mortimer Caplin, Internal Revenue Audit Manual (1975)

"Fear is the key element for the IRS in achieving its mission. Without fear, the IRS would have a difficult time maintaining our so-called system of voluntarycompliance..." "Given the opportunity, the IRS will take the easy way out and grab whatever it can...the IRS does not really care about you and what your future...may be". Samto Presti, former IRS Criminal Investigation Agent and author of "IRS in Action" From Form 1040 of 1993

Dear Taxpayer:

"Thank you for making this nation's tax system the most effective system of voluntary compliance in the world........." by Former Commissioner of Internal Revenue Margaret Milner Richardson

I'm saying that if you don't pay it, you'll go to jail. I'm also saying, that those who advocate NOT paying it, and pay it themselves, are hypocrites. I am further saying, that poor benighted ravers, should not attempt to debate topics, which they know next to nothing about. :-)

If you're looking for a flame war, dear, you're SOL. LOL

So are you saying that you know something about Title 26? And if so could you expand on the voluntary v. mandatory nature of federal income taxes?

Oh gee, nunya, I am saying , that I know about the Markets, the '29 crash, what FDR did in '33, as well as the history of the NYSE, the CBOE, and was correcting dreadful misinformation. Also, that NOT paying one's income taxes, lands one inb jail.

What... now I have to spoon feed you ? Wake up, dear. :-)

I will claim no expertise on this subject but I think the "voluntary" part is filing a return. Paying taxes is not voluntary. When you "voluntarily" file a return you can claim all legal deductions to lower your tax liability. However, if you choose NOT to file a return then you pay the full tab as computed by the friendly folks at the IRS.

Fair enough. If it's mandatory (jail) then why do we have to execute voluntary withholding forms (W-4)?

It would seem that if the system was fixed then we wouldn't have a choice as to how we pay.

For example, your property tax assessment comes to you in the form of a bill. No voluntary compliance, just pay it or move.
