Should the State provide more student financial help (e.g. loans, grants, scholarships, tax breaks) to help counter increases in tuition and fees?

If the federal government were to give $20,000 a year to every college student in the country, the new baseline tuition at state universities everywhere would be - SURPRISE! - $20,000 per year.

Oddly, they don't give it. They LOAN it. Doesn't matter. As soon as the money is available, the schools will jack up the tuition to force students to get the money for them. If it leaves the students in debt, the schools' attitude will be "tough", although they will put it more unctuously.
