This crap makes me sick. Robbing from hard working Americans and giving our money away has got to stop. Dictating to 3rd world countries the hoops they have to jump through to continue receiving aid is like adding salt to an already festering wound.

OK. I'll take a moment and teach you how to read. The article states:
The Bush administration also pledged $200 million to train 420,000 teachers, provide 250,000 scholarships for girls and supply 4.5 million textbooks to African children, O'Neill said.
Not only does the above make no mention of bringing these 250,000 to America to attend schools (at whatever level) but the given figures preclude such. Ignore for the moment the cost of the teacher training and the textbooks, and pretend that the entire $200 million is to be spent on the scholarships for the 250,000 girls. That works out to $800 each. Beginning to get the picture?
