Sacramento -- Gov. Gray Davis' administration said Thursday that the budget impasse, combined with a recent court ruling, has forced it to stop making payments to counties to run programs like welfare and foster care.
As counties scrambled to find ways to continue the programs without the state funding, lawmakers and advocates questioned the administration's tactics, saying the move seemed more political than financial.

Welfare reform signed by Clinton was supposed to start lowering the number of people living on welfare --and shouldn't it have kicked in by now? Welfare is a lifestyle for too many people, far too many babies are conceived and born into welfare, it's time to end it altogether and get these people working.
