Just heard that one of the judges that voted against the Pledge has blcoked his own ruling form being enforced(what ever that means)

No, I would imagine that some powerful Washington Democrats called him and told him to do it. They know how much this ruling will damage their cause....

It means that any enforcement would only occur after the Supreme Court hears the appeal, and agrees with the ruling of the Ninth Circuit.

It probably means the he has stayed the order pending an application for a review en banc by the entire 9th Circuit.
Not unusual at all.
