Transfer to safer schools?

What does constitute a dangerous vs. a safe school? I say it is not the school, but the student body that makes a school dangerous.

Getting the feds out of public education would mean that the states and local districts would have to refuse the billions that are used on the states like a pusher uses crack to control and exploint drug addicts. Have there ever been any cases of federal money being declined by the schools? Probably not. It's not "for the children", it's all about the money.
