Where does one call to report an illegal alien?

As ijcr says technically you should call the INS. What good that would do is questionable.

INS is basically set up to give forms to apply for legal entry.

Calls to their number yeilded looooooong hold times.

There is no centralized means of reporting illegals.
Any constructive information is appreciated.
