The system that lets foreigners enter the United States on student visas often becomes a visa-for-sale operation that has allowed terrorists to enter the country, according to a new study from a Harvard professor.
"In a very critical sense, the U.S. has delegated its role in selecting immigrants to thousands of institutions whose incentives do not coincide with the national interest," said George J. Borjas of his analysis of the public costs and benefits of foreign students at American schools.

Also yesterday, senators tried but failed to act quickly on a bill that would allow states to charge some illegal immigrants in-state tuition rates and allow illegal immigrant students to adjust their legal status.
Good for Byrd for once. It looks like all the others are bought out completely.
So pay a "school" some money, and you get a visa. What a scam! Completely corrupt. I suspect a lot of the backing comes from "trucking" and related schools who'll use this device to get cheap part time labor - at our expense.

What kind of lesson is that for students?"
Quite frankly, the hell with Orrin Hatch and any Republican who thinks like he does.
And he has the gall to wonder what happened to the rule of law during Impeachment? Illegals are just like Clinton, cutting every corner they think they can get away with. And Republicans who want to pander to Latinos by making excuses for Illegals are no better.
"Hey Orrin, which laws can I ignore? Which laws are optional, and which ones are mandatory"

How about the Federal Election Laws? Can I get a few stacks of Utah absentee ballots?
