A huge difference in administrations. Rumsfeld's stance vs Clinton pulling the pants down on our military and telling China "have at em".

Bump! I haven't seen this anywhere else. Good for Rummy and the Bush administration. We should not forget what happened to our EP-3 and its crew. China was the aggressor.

Yeah sure. Chinese 'defense' is not really a traditional 'defense' strategy...

"Defense" means 'lets help people realize that they cannot hit us'...or 'lets prevent them from hitting us'...

China though is based around an agressive 'offense' which they claim is a 'defensive measure'...

They want to be able to attack Taiwan at the drop of a hat... and keep everyone guessing as to how that will happen...and they want overwhelming force in the process...

For them to open the doors and let us peek at the cards would eliminate their element of surprise...hence nullify their ability to attack.

They do not want the US to know, and hence come up with effective defenses against Chinese weaponry...

Its completely different than the Soviets... who wanted us to know flat out that 'they had 10,000 nukes'...

In other words, Chinese 'defense' only works when people are unsure and scared...

It goes back to the 'warfare is deception' thing...

That IMO is why some people want the US selling some weaponry to China... they see a trade off between selling a little technology for a much clearer intelligence picture...
