You know, you may be on to something. President Bush wants Homeland Security to separate the security people out of every department, EXCEPT THE FBI AND CIA.

CIA is mostly overseas, so that makes sense to leave is out. But why leave the FBI separate?

AND WHY IS HILLARY CLINTON INSISTENT THAT THE FBI BE INCLUDED?

No, I don't think so. The FBI files is just a convenient explantion for each and every (almost) failing by the 'good guys'. I think it actually lets the 'good guys' off the hook by not recognizing the deeper and more pervasive reasons for their failings...
