Wrong - It can be given after an outbreak and still be effective.

That is how it works under ideal, controlled conditions. A whole bunch of people in the first wave will be exposed without even knowing it until it's too late. Then once it is known, some sort of system will have to be in place and ready to roll instantly - highly organized etc.

Fine if you want to take that chance - this ain't the flu. Again the safety of your neighbors doesn't depend on your willingness to be vaccinated - it depends on their willingness. I just hope it's even available.
