(Hartford-WTNH, June 17, 2002 11:00 PM) _ About 175 people turned out for a hearing on proposed changes in Connecticut's driver's license rules for non-U-S citizens.
Tonight's meeting was much smoother than the last. DMV officials say the changes are about improving security, but legal immigrants say access to a license should not be linked to immigration status.
Outside the Legislative Office Building the crowd waved flags and chanted in Spanish 'Yes, we can.' Inside, legal immigrants like Jaime Padilla told a panel of DMV officials that going to work or getting to the doctor is difficult without a driver's license.
"He can't even go to school. He can't drive, so he can't do that," says Padilla, through an interpreter.
Under the new proposal, DMV officials say most people with temporary visa's [sic] would be denied a Connecticut driver's license unless they have been here on a visa for at least a year and are recognized by the Immigration and Naturalization Service.
Bill Seymour says,"We want to work with people but there is a point we need to know who people are."
Critics say as long as you can prove who you are and can pass the test, legal immigrants should have the same rights as others.
Shannon Jackvino says,"The bottom line is that this takes away a person's rights."
There are exceptions.
People protected by the government, like refugees and others awaiting asylum. One immigration lawyer says the rules are simply too complex.
Attorney Phil Curns says,"Even an immigration lawyer would find this complicated, trying to figure out who is protected and who is not protected."
Jaime Padilla has been trying for years. He says he has the documentation and still can't get a driver's license.
"He feels he is being discriminated against," says Padilla through an interpreter.
DMV officials admit the rules are complex, critics say some 400,000 legal immigrants in Connecticut could be impacted.
DMV officials will review recommendations from the meeting and then submit them to a committee of lawmakers for consideration.
Why not just limit all "guests" to a DL as long as the date on their I-94 card if they are tourist.
If you are illegal, don't ask.
Therefore, if one is not a citizen, ergo, no License. They are just doing an end run around citizenship requirements. "Sure, they are illegal, but it won't matter when we are done."

Who in hell is this lunkhead? I was always taught that driving was a privilege, not a right!!
Bottom line: illegal aliens neither have, nor deserve, the rights and privileges accorded to natives and legal immigrants. Sorry, but there is a legal entryway into this country. Take it, or live on the fringes of society. Or better, just go home.

Maybe it's time to demand to see a birth certificate or citizenship papers at the polls before voting.
The whole drivers liscense and insurance thing has really been ticking me off lately. The criminal class simply doesn't get them, and when stopped all they get is a summons that they don't pay.
If you get run over by one of these people, your family isn't going to collect one cent.

Not a citizen but here legally? You get a temporary, restricted license that expires when your visa does after you show proof of insurance on your own or another family member's policy. Basic English langauge skills must be shown to obtain the temporary license. Not here legally? Don't even think about it and if we pick you up for driving without a license you're deported, right now. How's that? Fat chance. We'll probably give away a free DL to anyone who asks as long as they aren't a citizen. They have all those 'rights', dontchaknow?
Well, what I am saying is there should be some mechanism in place that if for some reason (absconding, for example) we want to deport somebody then by default the license is revoked. Hell, they do that to citizens if you have parking tickets, for goodness sake.
This is what uninsured and under insured coverage is for on your automobile insurance. You can collect from your own insurance in these cases. It is not pretty but it may provide the coverage one needs.
